“In Dakar, March 22, African SAIs reached a new decisive milestone with the adoption of new statutes to bolster their independence and drive their efficiency”
Gathering in General Assembly in Dakar in March 2022, AFROSAI members adopted the new statutes aiming to strengthen SAIs’ independence and performance, and foster their cooperation.
On March 17-18, 2022, in Dakar (Senegal), heads of SAIS, gathered in an ordinary General Assembly of AFROSAI, adopted new statutes, making a major reform of the organization. This decision is part of a collective desire to bolster financial governance in Africa and further cement SAIs independence and drive their efficiency.
Participants recalled the importance of SAIS in promoting transparency, the culture of accountability and integrity in public finance management. They took into account the international commitments, including Resolutions A/66/209 (2011) and A/RES/69/228 (2014) adopted by the United Nations, which recognize the crucial role of independent and performing SAIs. They also reaffirmed their attachment to the fundamental principles enshrined by Lima Declaration (INTOSAI P-1) and the Mexico Declaration (INTOSAI P-10), the international Magna Carta of external government audit, adopted as part of INTOSAI.
The reform takes into account the institutional evolution of INTOSAI, particularly the amendments approved during INCOSAI XXII in 2016, and the recommendation of AFROSAI’s Governing Board.
The new statutes contain twelve (12) chapters covering naming, missions, fundamental principles, observing members, membership, bodies, institutional relations, financial organization, account auditing, working languages, settlement of disputes and final provisions.
The adoption of statutes marks a renewed commitment to stronger financial governance in Africa, more cooperative and in line with international standards.
