The headquarters of AFROSAI is permanent with its location determined by the General Assembly, thereby affirming the institutional stability and continuity of the Organization. The host country occupies a central role: the Head of its Supreme Audit Institution serves as Secretary General. In this capacity, he or she exercises oversight and internal control of the Executive Directorate's activities, ensures its proper functioning and reports regularly on the fulfilment of this mandate to both the General Assembly and the Governing Board. The Secretary General also represents AFROSAI before the INTOSAI Governing Board and Congress, acting in close coordination with the Executive Directorate and in accordance with the statutes of this international organization.
The Secretary General is further responsible for proposing the appointment of the Executive Director following an open call for applications and for working with the relevant national authorities to secure the diplomatic, legal, and financial conditions necessary for the effective operation of the headquarters. This includes ensuring the provision of adequate premises and meeting all associated costs. A host country may not, however, simultaneously serve as the seat of a sub-regional organization.
In the event of force majeure rendering the normal functioning of the General Secretariat impossible, the Governing Board may resolve to temporarily relocate the headquarters, a decision that must subsequently be ratified by the following General Assembly.
