The General Assembly (GA) is the supreme body of AFROSAI and brings together all members Supreme Audit Institutions (SAIs). It is instrumental in guiding the organization’s strategic priorities, ensuring robust governance, and upholding transparency and accountability.
Strategy-wise, it reviews and recommends professional, technical and organizational matters to promote knowledge sharing and best practices among African SAIs, particularly in the area of public sector auditing. It also encourages the adoption of international standards and professional positions developed by INTOSAI, thereby contributing to institutional capacity building and elevating the quality of supreme oversight in Africa.
In terms of governance, the General Assembly adopts or amends the Statutes and the Strategic Plan, approves the composition of the Governing Board, decides on the admission, suspension or withdrawal of members, and decides on the selection of the Organization’s headquarters. The General Assembly sets up technical committees, appoints the SAI tasked with organizing the next session, and adopts its own rules of procedure.
Finally, the GA ensures financial transparency by adopting performance reports, the three-year budget, financial statements and the reports of external auditors. Each SAI has one vote, and decisions are made in accordance with the majority rules set out in the Statutes.
