Technical Commissions

Institutional and Technical Capacity Building Commission (CRCIT).

Created during the second part of the 15th General Assembly, held in March 2022 in Dakar, Senegal, the ITCBC is responsible for the implementation of strategic priority N°1 (AFROSAI provides a regional response to common challenges) of the 2022-2027 Strategic Plan.

       This Commission is headed the Auditor General of Kenya (Priority Chair), it includes as members the SAIs of the following countries: South Africa, Algeria, Angola, Botswana, Burkina Faso, Burundi, Comoros, Ivory Coast, Djibouti, Egypt, Gabon Gambia, Guinea Conakry, Guinea Bissau, Morocco, Mozambique, Namibia, Niger, Chad, Togo, Senegal and Zimbabwe .

       The ITCBC's main mandate is to implement actions adapted to the African context, to deal with emerging issues within the SAI community.

It has within it four (04) working groups:

  • AFROSAI Working Group on Independence;
  • AFROSAI Working Group on Emerging Issues;
  • AFROSAI Working Group on Professionalization;
  • AFROSAI Working Group on Environmental Audit.
Organizational Capacity Building Commission (CRCO).

       This Commission is headed the SAI of Niger (Priority Chair), it includes as members the SAIs of the following countries: South Africa, Algeria, Angola Botswana, Burkina Faso, Burundi, Comoros, Ivory Coast, Djibouti, Gabon, Gambia, Ghana, Guinea Conakry, Guinea Bissau, Mauritius, Morocco, Namibia, Chad, Togo, Senegal, Somalia, Zimbabwe.

       The main mandate of the OCBC is to support SAIs in their quest to improve governance within them.

It includes two (02) working groups:

  • AFROSAI Working Group on SAI Performance Assessment and Internal Governance.
  • AFROSAI Working Group on Leadership, Transparency and Accountability.
Technical Commissions Procedures Manual.

Formerly called the AFROSAI Technical Commissions Procedures Manual, the AFROSAI Technical Commissions Rules of Procedure were approved at the 48th meeting of the Steering Committee, then adopted at the 13th AFROSAI General Assembly held in October 2014 in Sharm El Sheikh, Egypt.

These procedural rules constitute a practical guide for the Technical Commissions with regard to their composition, the presentation of their reports, as well as the coordination and relationship between the said Commissions. They are inspired by the INTOSAI Technical Commissions manual and define in particular the areas in which the Technical Commissions differ from other AFROSAI bodies. This document repeals the Terms of Reference relating to the Technical and Institutional Capacity Building Commissions.
