AIDSPAN AND CREFIAF: SUPREME AUDIT INSTITUTIONS AUDIT GLOBAL FUND GRANTS IN SUB-SAHARAN AFRICA

On 26 March 2019, CREFIAF signed a collaboration agreement with AIDSPAN (a non-governmental organization) to carry out capacity-building activities for SAIS in sub-Saharan African francophone Africa.

With its experience as an independent observer of the Global Fund to fight AIDS, tuberculosis and malaria, AIDSPAN would like to contribute to building, within SAIS, the necessary capacities for the realization of financial audits, compliance and performance of grants given to recipient countries for the management of the aforementioned diseases.

It is therefore a salutary initiative which will allow the SAIS of CREFIAF to guarantee in a sustainable way the transparent and effective use of these funds and to finally take ownership of a field insufficiently invested by them, having regard to what those grants remain almost systematically audited by private firms.

Firmly committed to this process, CREFIAF took part, from 23 to 26 April 2019, in the round table organized by AIDSPAN for this purpose in Kigali, Rwanda. The main objectives of this meeting were the sharing of knowledge and the identification of capacity-building needs. To do so, it has brought together a number of stakeholders, namely: representatives of the Global Fund secretariat; of the Office of the Inspector General of the said Fund, national coordinating bodies  involved in the management of the granted funds; the delegates of six SAIS from AFROISAI-E, as well as those from Togo and Burkina Faso as SAIS concerned by the pilot phase of this project. 

The results of this work have led to the consideration of many actions for the future.
